Does anybody know how to open the cheat console in The Sims 2 Pets?

There are a few sites that say to press [ctrl] + [shift] + C in order to open the cheat console. Why doesn't it work for me? I'm using windows Vista and trying the cheats on The Sims 2 Pets. Does anybody know if there are any other keys that need to be pressed?Does anybody know how to open the cheat console in The Sims 2 Pets?Ctrl+shift+C+Window keys
