How many pets (dogs & cats only) is one household legally allowed to have?

I know some people that live in Missouri that have about 25 cats and 10 dogs - all living in their home. Is this legal? It seems like it would be a health hazard. Their home stinks really bad and there is animal hair all over the place. Depends on the state, but that does sound like too much. Almost like a hoarder. You should call the local ASPCA and they'll take care of it.
