Once they are used to you, and eating out of your hand, then you can move on to handling them. The more you handle them, the more used to it they will get. Don't grab at them quickly, just slowly reach in and gently pick them up.
Now, it's much easier to tame birds who are young or who has had a lot of experience with people. I suggest adopting pets rather than buying them. Ewwww pigeons??? And for pets??? I hate pigeons anyway obviously you don't so just come to NYC there are lots of them here. Set up some kind of easy-to-make cage, but a whole bunch of bread crumbs in there and when a pigeon walks in, close the door! Then go find a wild bird training book. Good luck!
