Only let your dog in one room of the house, and when he never ever has an accident in that room then allow it more space, and when he does good in a bigger space, so on and so forth. Small breeds are very difficult to house train genetically, chances are the generation above yours was never house trained and the one before it and the one before it, simply because it's not as big of a deal with a little dog, and also because going to the corner of the room for them is the same as a large breed going to the corner of the yard psycologically. What is a Cha? You can CHAin him outside. Show him is the best way. You go pee outside and make sure he watches. I'm not sure what a Cha is? If it's been trained it won;t pee in the house.
I'm thinking it's not trained and that's why it's peeing in the house. It's up to you to train it where to go. It's not going to do it on it's own.

Dogs keep their area clean but where a house is the right sized area for a GSD only a room might be the right size for a Chi. You can try by retraining him as if he was a wee pup, also neuter him if he is not. A male can wear a belly band to help with the peeing, often dogs will not pee while wearing one as they do not like the feeling of a pee soaked cloth around them. The smaller dogs have to go out more often the big ones too.
